Waltinho formed in Rio de Janeiro in the early 1980s with vocalist and guitarist Waltinho, bassist Edmundo Bárreada, and drummer Sérgio Farias. They played small clubs and underground festivals, working outside the mainstream. The album circulated underground anyway.

After the censorship ended, Waltinho released 'Posso Fazer Tudo' in 1986 and 'A Era do Rádio' in 1987. Their sound mixed rock, pop, and Brazilian folk. By the early 1990s, they were experimenting with electronica on albums like 'O Grande Encontro' from 1992. Keyboardist Luciana Mello joined around that time.

The song 'Passou da Hora' stayed their best-known work. Its lyrics about time and change kept finding listeners long after the ban lifted.
